Months ago you said you wont nerf BC becuase of lucian but instead nerfing him so it wont effect Fighters and Juggernauts but now we are really nerfing BC because lucian is just so freaking broken.
i just dont know anymore....................
Did you bother looking at all the changes? Or did you just look at the BC changes(or better yet, see another post about this topic) and immediately assumed it was to nurf adc's without directly doing it?
Let me paint the large picture of the changes on the pbe.
That's right,

are all having their % pen nerfed to 35% bonus pen(revert ofthe buff for , nerfs to the others). Black Cleaver, in addition to having pen that affects all armor, only took a hit of 1% per stack(6%). Basically, for every 100 bonus armor, the adc items lost 10 pen, for every 100 armor bc lost 6 pen.
Because Riot panders to ADCs. So they wouldn't dare nerf solely for them.
