When it comes to champion balance, LCS>winrates and stats from a database>anecdotes and personal experiences. LCS is always considered first as long as it applies, to certain champions it does not (think ETC). Then winrates from a database, perferably in higher elos, and personal experiences are almost never considered. Except for the playtester team of course.

Remember this when complaining about X champion being OP and why RIOT has not nerfed them yet.

Hum, that's wrong, or at least incomplete.

There are many cases, even recently, if you read the patchnotes, of a champion being changed because of his performances in lower ELO and not in LCS.

And for the "champions where it doesn't apply", well. It doesn't apply because they were not balanced for LCS in the first place, because if they were balanced for LCS, they would be completely overbearing at lower ELOs.

because it is top priority? thats why azir is getting nerfed all the time. that's why the joke about champions getting LCS play get gutted exists.

That's not always the top priority, Master Yi is not balanced for LCS, Katarina either, most "pub stomper" champs are not balanced for LCS.

And so, we're definitely not saying the same thing...

It does not apply BECAUSE they DECIDED it does not apply, which PROVES that no, LCS is NOT ALWAYS the top priority. There isn't a magic oracle from heaven that descends upon Earth to say to Riot, "no, Master Yi shall not be considered for LCS".
