Why Riot needs to put teemo on the priority list for rework

Gonna keep this short and sweet, skip to bottom if you wanna skip the details.

I will dodge every game, for the rest of my life if a teemo is on my team, and this is why I feel he should be reworked.

1-He has no identity, is he this one shot Ap assassin marksman who kills a adc with a single q and some poison autos? or is his this frozen mallet, hurricane on hit marksman team fighter? Truth be told he sucks at both and it's this lack of identity that ruins him as a champion.

2-If you think a 0/10 zed or riven on your team is useless, then oh boy, it must of been a while since you played with a teemo. A teemo does virtually nothing, if a teemo fails to flash q, one shot the enemy adc, then he will provide border line nothing for your team, even when fed. The ideal goal with having a teem on your team is that he makes the enemy top laner useless, and becomes this two v one split pusher. That or he gets fed and can just flash Q one shot the enemy adc. But even when fed a teemo is very easy to handle, just cc him for a single moment and even a 0 5 adc will make quick work of him.

3-Is his game play even healthy? So riot talked a big deal about wanting champions to be fun to face. But I don't think any of us who have ever faced a teemo ever went "YAYYYY im facing teemo. if you are a melle top laner, facing teemo is hell, even when you shut him down, it is hell. His q is a guarantee hit ability that procs poison damage that blinds you. Blinding for those who don't know is basically the adcs version of a silence. You know how mages hate being silenced? Well adcs hate being blinded. You mine as well be stunned. So teemo has a q that does THREE major things. First if he built AP it will do a really strong burst of damage, then it will blind you making it so you can't hit him back, and as you run away you are poisoned STILL taking damage. His single Q is border line a ultimate level ability. Late game it doesn't feel that much different from a Veigar ultimate if you are playing adc. Then onto his shrooms, I don't think anyone in this game has ever enjoyed just WALKING literally just WALKING and stepping on a random shroom and losing half their health bar. Having a teemo on the enemy basically tells everyone on your team BUY PINK WARDS AND SWEEPERS.

4-he is a joke character, and it started off funny, but now it's just making me ask. "is riot literally just gonna have teemo be nothing more then a meme?". Teemo has a interesting back story, he is introverted yordle, which is beyond rare for yordles, even his teachers find him disturbing. However in game, and in voice acting he is nothing more than a meme. So is it really okay to hold a character back so much just for the sake to keep him as a joke?

And that is why I believe he should be reworked

2-can be increidbly useless even when win goal conditions are met

4-Should he forever be just a meme and nothing more?
