So he has to choose the damage or killing multiple targets.
I'm really sick of lucian hitting level 6 and instantly winning lane because he can kill both laners with just his ult.
Also why does lucian ignore attack speed reduction if his passive is up? what's the point in exhausting him?
Well now Lucian can build Attack Speed or Damage (But nobody builds attackspeed because his passive gives him max attack speed)

Riven's passive does the exact same thing except worse. Riven's passive doesn't refresh the cooldown on mobility or give a second on-hit effect.
The whole reason Lucian is oppressive is the resetting mobility and the passive. Without it hes weak.

Yeah lucian has a lot of problems IMO. Riot will never fix it

Yes. The reduced attack speed is 100% ignored, the 30% damage reduction is just removing the extra damage from passive, but he's still slowed and resistance is shredded.
