Even at low ELO where he tots "dominates (which has never been true actually, just an oft repeated lie) he has a very low winrate.
Please give him some HP and armor back. He isn't Kha'zix, he doesn't deserve Kha'zix's defensive stats.

Lord Dusteon2 votesAccording to lolking, Jax has around a 49% winrate over all queues and a 9% pickrate. Also according to lolking, Kha'Zix has around a 46% winrate over all queues and a 5% pickrate.
If we go and use Platinum games only, Jax has a 47% winrate, ~6-7% pickrate. Kha here has 45% winrate and 3% pickrate.
Judging by this, we should give him the Kha'Zix treatment and slowly nerf everything about him. After all, he's still doing better in every queue than Kha is!
