Pretty much what I expected.

Jayce is too strong because of people realizing he doesn't need Tear if you don't spam ranged EQ like an idiot.

No, the mana buffs did not allow him to forgo Tear. The mana buffs don't realistically affect him at all.

E's change doesn't touch him until level 13+.

Base mana buff allows him to cast one more ability, when his strength is entirely in all-ins/retaliation.

Melee Q is literally never used outside of all-ins. The mana buff to it hardly changed his all-in costs at all.
