Can no longer queue top/mid mid/top jg/fill?

I definitely remember seeing streamers in the past secure both top and mid lanes by queuing top/mid and mid/top, with the third player taking two other roles (e.g. fill).

I just was told we needed a wider variety of roles to queue up when we tried to do this. Why was it changed? I don't overly mind, but I'm curious why something like this goes unannounced...
