Personally, I have started to like Spirit of the Lizard Elder as a nieche item on certain Champions because of its passive, not only junglers (Garen <3 ).
I'ld like to see it relaunched, slightly tweaked.

is restricted for the jungler. And even there's mana involved.
is very underwhelming in the personal stats department.
is only effectively used by a few champions, due to its stat combination (AP, AS, on-hit scaling on AP - meaning, only champions who build AP, but also make use of some AS).
