The only heal in his kid starts at a 12 second cd and ends up at 8 second cd. Soraka's w gets down to a 2 second cd without cdr.

12 second heal that requires you to expend your best dps ability and be near an enemy champ to get it. Hardly utility.

lol yeah i thought that too XD but Jax is also the most broken champ in the game right now, followed closely by Irelia then TahmKench (obviously he is broken for a reason other than damage)

Jax is also the jungler, and junglers get a significant boost to their healing done stat just by farming due to their jungle items.

Yes, he heals a lot during the course of the game. But In a team fight his healing on his allies is no where near Soraka's level. Don't even try to act like it is. A good chunk of his healing comes from his ult(does a fuckton of damage and drains for 100% of damage dealt) if you would read his abilities, not to mention he could have taken vamp runes.
