Lucian's Winrate based on elo:

Bronze: 99/125 46.32% Silver: 112/125 46.78% Gold: 117/125 46.66% Platinum: 121/125 45.8% Diamond: 125/125 43.78% (lowest winrate out of any champion on the roster) Master: 99/104 40.97% (not all champions have been played in master tier yet. Challenger: 16/62 60% (only 5 games have been recorded in the past week, this statistic is skewed)

average winrate across all elos: 117/125 46.4%

While winrate alone is not a "slam dunk" metric for determining "underpowered, overpowered or broken" (looking at you LeBlanc), winrate, pickrate and champion experience (# of games played on that specific champion) can give a pretty accurate measure of champion power level. Lucian's winrate is consistently within the bottom 20% of the roster. his pick rate is 24/125 at a 12.62%, which is a pretty high pickrate and a player has to play about 88 games of Lucian in order to reach that 46.5% winrate. Players that play more than 125 games with Lucian have a 1.5-2% higher overall winrate than those that have played less that 125 games as Lucian. As you can see from the winrates across all elo's, his winrate does not improve at all from bronze to diamond, so the excuse to just "get better" doesn't cut it. He's legitimately underpowered. Corki and Sivir (both ad "casters") fulfill his role better in every way.

Lucian is not in a good spot after his nerfs to his W ratio (.6 to .3 to completely removed), Passive duration (6 seconds to 3), scaling damage (30%, 40%, 50% at levels 6/11/16) and R cooldown increased to 110/100/90 from 100/75/50. Some of these nerfs need to be reverted in order for him to perform at a higher level. Believe it or not not. Lucian is shit tier.

TLDR: Buff Lucian, he's bad Lucian

As a lover of Lucian, he is the best built ADC in the game but he's so incredibly weak, Jinx is arguably stronger than him at all stages of the game, even ezreal can beat him. Buff Lucian.

Corki and Sivir fill completely different roles from Lucian...They're both safe backliners that want to rely on their team. Lucian is a short range bursty, skirmishing ADC- almost an assassin. That's why he's not popular in this meta and not winning, it's the teamfight meta.

Not saying he doesn't need buffs, he does, you're just ignoring why.

Not at all. Sivir has 500 range, the same as Lucian. That's far from being a "safe back liner" Sivir has long range poke with Q, Lucian has long range poke with Q and R, albeit a different mechanic. Both have built in mobility steroids of some sort (Sivir has R and Passive) (Lucian has E dash and AAing a target affected by his W) both of these champions fulfill very similar roles.

The point of spamming Lucian's abilities is to proc your passive to dash in and auto-attack, not for the abilities themselves. Sivir's role in a teamfight is to spam her Q and W, stay back, and only auto-attack if she can do so safely. Her kit is not designed around her being in auto-attack range for the entire fight, rather her auto-attack range is compensation to not make her laning oppressive. Their mobility also isn't similar at all- again, Lucian being more focused on all-ins and moving around the fight, and Sivir's being more focused on kiting and engaging.

They may seem similar on the surface, but they play completely differently. Sivir is not a skirmishing, almost assassin. Lucian can dash in and quicky wreck an isolated Jinx, for example, but if Sivir ults in to a Jinx she won't have enough immediate damage and will be out-damage over time'd by mini-gun. Sivir is a long range, teamfighting ADC.
