Question about designing Yasuo's Windwall

Out of pure curiosity, did Riot ever discuss why they chose to make the windwall something that lingers instead of just being wooshed out and gone? I don't really have any bias towards or against the skill, but I sorta think people would be less frustrated if it was just wooshed out, blocked all the projectiles it touched, then was gone.... and just had a lower cooldown?

Not saying it would or wouldn't be better, just curious if such a decision-making discussion was ever had. I don't really know how I would google that...

Slayers (formerly "Assassins") are fragile but agile damage-focused melee champions that look to swiftly take down their targets. Skirmishers (also known as Duelists) aim to shred through any nearby enemy that approaches. Because Skirmishers lack high-end burst damage or reliable ways of closing in on high-priority targets,** they are instead armed with situationally powerful defensive tools to survive in the fray**, along with extreme sustained damage to cut down even the most durable targets.

Most of the skirmisher defensive skills have really high impact(sometimes support level defense skill) but generally have high cooldown, so you are rewarded if you use it a proper time, but you get punished if you use it early and the skill is on cooldown when you really need it.

As a yauso main

if his WW just shot out but had a lower cool down, it would truly be a no counter play skill as yasuo has the mobility ( or if the player has common sense ) to play around short cool downs.

the long cooldown on his WW is suppose to be ment as a large window of time to act aggressive on a champion that would normally beat 90% of the cast in a straight up 1v1
