Bring back jungle exp but nerf lane exp for junglers

Bring back the old jungle exp rates. The reason it was nerfed was to prevent early aggression when all it has done is enforced a play style of camp 1/2 lanes constantly and only jungle when you are waiting for the laners to arrive. The scuttle change was great and punishes early level 2 ganks quite hard as it hurts the pathing a lot.

Nerf lane exp to compensate because it's a bit annoying games can be over if your top lane dies and the enemy jungler gets to soak a ton of exp. Or if you just did a great gank middle and are about to deny 1-2 waves of exp but then the enemy jungler comes up and gets a huge lead on you despite you being the one who ganked.

This would make "taxing" lanes less likely and ill-encouraged so laners will rarely encounter it while making junglers happy farming their jungle and not have to tax middle to get key power spike levels.
