[Idea] Report option in pre-game lobby for hostile behavior, then chat revision after forced dodge

I don't like hostile-troll-whiny lobbies as much as the next guy and one can only dodge so much because of LP loss and dodge queue timers but there needs to really be a way to handle harassment, hostility, and toxicity in pre-game lobby.

My idea is that there is a report option in pre-game lobby. Suppose someone is trolling and explicitly says "I'm trolling now" and locks in Disco Nunu mid-lane. You would then report the individual for attempting to troll and dodge. You lose LP and go into dodge queue timer but luckily avoid the game. The second time this sort of situation happens within 24hrs and you report pre-game lobby bad behavior and dodge you lose LP and go into dodge queue timer but Riot investigates the incident and if they conclude that it was bad behavior then you're LP returns and dodge queue timer removed. Since the 2nd dodge is 30min, it shouldn't take that long to investigate (but I really don't know the entire process). I would rather wait 30min for an investigation in hopes of getting my LP back because I think that is 100% worth. This way, people that go out of their way to troll or whatever are immediately taken care of within that 30min.
