Riot, making blast cones spawn 2 mins later will NOT do anything about the early game ganks issue

It will do literally nothing, way to miss the point.

You need to keep junglers OUT OF TOP LANE in the first 3~4 minutes in the game atleast, make the jungle itself harder, make it so they actually lose shit for ganking too much, etc.

Especially for a pushy blue bottom lane side who shoves up to tower, this IS a massive nerf to early ganks. Most tops don't shove that hard but if Red does go aggro, this will help stop the blue jungler from showing up so early too. It's not a massive change, but it's not nothing either.
