Jefftiffy1 votesOh god because he needed buffs (sarcasm intended). Maybe just because someone isn't picked much doesn't mean they are bad. Not sure how this helps him in lane though against anyone except 
. And looking at the giant list, only a handful are played commonly in top lane or at all.
Shen mostly needs something done to make him less either oppressive or useless in his lane. Because right now he is 1 or the other at all times.
