I've been a jungle main for 4 years now and I believe there's a number of systemic issues with the jungle.

Camp exp and gold needs to go down. Junglers can keep pace with laners too easily. Bring down EXP and gold on each camp drastically but reduce the respawn timers and make camps easier.

Counterjungling is frankly absurd. If a jungler, especially an aggressive or carry jungler, gets a lead, they can completely zone off quadrants of a jungle and deny way too much farm from the opposing jungler. Remember that jungle farm is a zero sum game and that camps are neutral. Taking a camp means the other guy gets nothing.

Champions themselves are way too strong. Hecarim, Ivern, Shyvana, Lee, Vi are all completely braindead broken. Trust me, I know. I play these champs

Why shouldn't jungle be able to keep pace with laners? It's bad enough each lane is constantly crying for ganks, if you drop XP/gold in the jungle then that'll mean even less of a presence from the jungler. Sure everyone on the forums will back that idea but in game every one of you will cry about the afk farming jungler and how it's his fault that you've fed all game.

If they nerf the gold income from camps every laner will report their jungle for stealing their cs >.>

and half of them will complain about how many more times they're getting ganked, to boot

These are only problems in low elo. The game isn't and shouldn't be balanced around that anyway. Diamond 4+

Because junglers have the element of surprise and can affect any lane at any time. They're not bound by defending a tower. They have the most diverse amount of openers as well. Frankly, junglers right now as a class are either super snowbally or support cheese like Ivern.

It's simply not fun when you're lvl 4 as an AD carry because you got shoved out of lane by Caitlyn/Zyra only to come back to a lvl 6 Lee Sin gank. There's just something wrong with the jungle and if you ask literally anyone who knows anything about the game, they'll tell you the same thing.

Additionally, Levels =/= Presence. Before, presence was about ganking at the right times, pulling correct first clear pathing, timing your laners levels and knowing their matchups, then ganking or counterganking at the right time. There's so little thought into playing some of the junglers now, and it's a tad disheartening. Even I've felt like I'm in autopilot cruising to a win in the jungle and getting an S on a given meta jungler. I'm not any good, the jungle is just way too broken.

Actually 1 player can decide the game based on how they rotate, it's called a split pusher.

A good split pusher will be able to pull multiple people away from their team to give the SP's team number advantages. It's simple really, if nobody goes to stop the split pusher then the other team loses their Nexus.

If they do go to stop the split pusher then they give up valuable champion resources and time that could be spent on enemy objectives or epic monsters.
