Because along with Akali and Talon I feel he could be a lot more fun and devasting (though I do like his ultimate).

That's a really good question.

I honestly don't know if Nocturne is legitimately an assassin or a hybrid (tanky DPS/bruiser/fighter).

First thing- I agree noct may need a bit of work. However, is he really an assasin anymore? His playstyle is more akin to Aatrox or Olaf or the like (ignore frontline, kill carries) but he does it in a more dps kind of way.

Nocturne suffers from the reverse problem as Fiora used to

She was meant to be a fighter, but before the rework she was more used and better as an assassin.

Nocturne needs a rework to make him an actual assassin rather than a fighter.

Nocturne is whatever you want him to be anymore. I've played an attack speed assassin build, high damage low attack speed build, fighter, tank/cdr, a mix of the first 2.

You can do any of these top or Jungle too... The dude just needs to be contained to something or limited to others so they can focus on where he needs to go.

He can be built as an assassin if the enemy team comp doesn't have too much mobility. Otherwise, he is better as a tanky bruiser.

Honestly, the only thing he needs reworked is his E ( Fear ). The tether range is so short while the duration before fear takes so long anyone with half a brain can get out of it. All they need to do is make his fear more consistent and I'd be happy with him, and I'm a Nocturne Main that has gotten multiple accounts to Diamond playing just him.

As of now there is no assassin update. It's a possibility for the next class update along with a lot of other possibilities. They would have to discuss what an Assassin update even means before considering what champions would fall under it.
