Orianna was gutted after last worlds, and then riot had to buff her ( Removed damage and changed item 3174 ). Thresh, nidalee and Ahri have hard kits to balance without relaunching the champs giving them a new identity. And Vayne and Lee, if riot would ever change or nerf them the fan base would bitch so hard that it would be unbearable, they are doomed champs a lot like teemo, since the fan base is so large, that a nerf or rework is not planned whatsoever.

Well your one comment talks about the LCS, although there is nothing about the LCS in your title. It is true though, since the champions I listed most likely would not be played a lot in the LCS they will not be touched. I was thinking more in terms of low elo, with champions picked all the time that will hardly or never be touched by riot. I'm fine with them not nerfing any, but Irelia & teemo because I do not play them and I am biased haha.

Vayne has the worst early game of any ADC next to Kog'maw so if you're not good enough to dumpster her early you kinda deserve to get slapped by her late game
