Leblanc, the champion that desperately needs work
I am going to keep this short and simple.
Leblanc has a low winrate before the nerf. The reason is because she is a hard champion to solo carry your team with. Other champs can use kills to affect the entire game better than her.
So why the nerf then? Because her laning phase was ridiculous, she is too safe with much too much mobility and utility, and her single target burst is absurd.
These are the same problems that Season 2 Leblanc, pre-"rework", had (except it was more about her single target burst than just her mobility back then). In my opinion, the only way to save Leblanc is to give her a REAL rework. Not a "switch the numbers around" rework, but a "throw away these parts of the kit and replace them with this" rework. She is problematic and unhealthily strong, but not strong in the right places to just call her "OP". These nerfs, while small, may actually do too much harm to her fragile state; if they don't then she will still be called "OP", as that means they didn't "fix" her overly powerful laning phase, which will only lead to further nerfs until she is too weak to be played at all.
Her kit is interesting, but maybe even more broken (as in unbalanceable, not overpowered) than Poppy's. Even if you tune her numbers to be higher, the fact is that she finds solo carrying to be difficult. She will be a monster in the lane, but a wimp in the mid to late game; especially if her lane opponent countered her, played safe enough to not feed her a bunch of kills, or didn't let her roam safely/penalty free in the early game to affect other lanes through assassination.
