every single ranged bruiser build would be completely ruined, and outside of ezreal, the ranged champions that build iceborn are healthier as bruisers

There are niche playerbases who build it on 
with 
due to the synergy of the two items, this makes for a decent AD caster setup for mana sustain, defense, and kite potential. They're not Meta but honestly they have much healthier power levels when they build this setup then the normal high burst shit, and they can hold their own due to not getting 1shot anyways so meh
I think you can just build a 
and be fine because the slow gets reduced
