What League needs is not weaker shields, but rather better stat based itemization.
People complain about a Janna or Lulu building 
+ their own shield. Or if youre tanky 
. And making ADCs invulnerable.
But what if instead of always needing these items. Enchanter supports actually had different Itemizaion for them?
Not sure how exactly, but if most of Supports main strength comes from peel in their kits, and active items. What if they actually had options to forgo a Locket and build an item with an actual unique passive for them.
