To answer the question posed: if you mean the week or two where he was nerfed before his massively overcompensated buffs? Otherwise no, I don't remember when he was weak.
Vayne is purely single target and needs a specific team comp that constantly peel for her to do well. Lucian's damaging abilities are all multi-target in addition to that passive making it easy for him to be a lane bully and cs easily. At least if you Flash away from a Vayne over a wall you know that she has to blow her Flash to follow. I will glady take Vayne over that other sack of crap.
Despite Riot trying to say they have no favourites there are blatant examples of champions allowed to go for months without anything happening to them while others are hit with repeated nerfs patch after patch until they eventually become worth less than the preferred 'meta' picks we see over and over again. I don't recall a people saying "Zed is weak and needs help" but they hit QSS items and increased his shuriken damage and now he's almost perma-banned. Still no sign of those nerfs that were promised to make up for his extra power and (almost) guaranteed ult. I imagine they will be buffing Lee Sin back into the meta soon for those LCS big plays.

Dreadlocks1 votesLucian only has the adv in that match up the first few levels, so if he doesnt score a skill before lvl 6 or so, his edge is very minimal. But yeah i do remember when lucian was weak and i was flamed last season for picking him because he had a 45% winrate.
Mizaya1 votesLucian is super strong and better than pretty much every other ADC because he can build items that aren't ADC items. I'd say Lucian has the advantage over Vayne until 3-4 items are built on each champion. And before that, Lucian should be bullying her hard.
Br4ndon1 votesYeah Lucian was pretty weak until patch 3.10. Riot probably should revert Lucian to his 3.9 state, he never seemed that strong until 3.10.
