Question for Riot about Hunters Machete

With the new teambuilder, if you get selected for jungle, shouldnt smite be default? Smite is a requirement to access the jungle items, and i cant think of a single jungler that doesnt require smite, (unless you go back to season 2/3 where smiteless jungle was going to be the next big thing. we wont talk about that though

Question is : Why isnt smite auto-locked in, if you get selected to jungle?
