Umm why are a lot of players NOT purchasing the Ionian boots with the distortion enhancement combined with the mastery CDR? This is insane!!

The summoner spell cdr is in the tank tree so offensive champs are not willing to go for it.

Except you can get it 12 points in while still being able to go 18 into offense, so why aren't they willing?

Both the ferocity tree and the cunning tree contain offensive masteries while also giving you sustain for lane, giving up one of them to go into the resolve tree gives up half of that offense and sustain for almost nothing the adc, mid laner, or other offensive champion wants.

Because they would be missing out on a fat stack of stats for it. That strategy would frequently require champions making a bunch of choices on things that are worse than the alternative or would be just plain useless on them.
