Since his chimes give him a % of his total mana (causing him to technically scale off max mana) and he has weak AP scalings, would flat mana Glyphs work for 
? I'm thinking about 4 flat mana Glyphs for +45 starting mana with the remaining runes as MR resist, but not sure if worth.

45 * .12 = 5.4 extra mana that is restored per chime...does that sound worth?
I usually wouldn't mix different runes of the same color on one page (as in, 4 of one glyph and 5 of another glyph) unless it's the "8-AD and 1-Crit-Chance rune" combo to scare early laners. it usually leads to diluted stats and won't help much over a large amount of games I think.
Bard is usually best built with utilities like movement speed/gold over time, or defenses to avoid dying while he positions people in teamfights. Try scaling glyphs of MR, and other defensive runes, and Quints of movement speed to finish the build off.
