This isn't me asking why like i don't think he's OP too but i want other's opinions on why they think he's OP so maybe we can figure out what needs to be changed so we can share the idea with riot and help them put him in a balanced state.
I don't like his Parley, every gangplank i face spams this in lane, its like being in a ranged match up but worse.

When you give damage, utility, esacpability, waveclear, global presence, anti-CC, extra gold, burst and mobility into one package, there will be issues.
Hattip to riot for actually being able to balance this guy. And lets make no mistake, GP is balanced. That in itself is a small miracle, and a testamony to the skill of riots devs.
For some people however, playing against such a kit is, well frustrating. For the same reason, there are so many "omg plz nerf yasuo!" threads, despite yasup being basically okay as he is.

He may be weak in lane on paper, but if he can farm and get kills really well no matter how hard you zone or kill him, thne he doesn't really have much counterplay. H'es a late game champion that ALWAYS get to late game, you can't just snowball on him.

Gamer Gallade1 votesGP parley is fine. The main problem before was his accursed barrels. In lane the q is annoying but you have to keep track of his cooldown and its not as bad due to the fact it doesnt proc his passive.
That's really the one thing that comes to mind. Gankplank is in a decent spot really.
The only thing that can make him strong is really the barrels.
