could you just buff his base MS? It's ridiculous you call him "nimble" assassin when he's too slow to reach a wall. Yes he jumps over walls but it's the ONLY thing his "E" does , unlike many other champs with overloaded kits. his MS doesn't affect his "E" only, but his Q "since you should get in range to land it", and the ability to dodge skillshots.
