talking about talon`s passive ,doesnt fill any fantasy and is extremly outdated 10% more basic vs only CCed targets

lets say you do 100 basic early ,adds 10

critting 1k late ,adds 100 vs cc targets ,way out of space new passives are something like(ekko /fiora /jhin passives) : every x gain movement speed ,deal % max heal , gain X.

something to fit a shadowy blink assasin style. Turn cdr into armor pen or something ,idk, nothing concrete ,im not in balance team.

just saying since balance team just said talon vs others assasins is good only when he is ahead and smashes them ,no playmake

The weakness of his passive serves as a balancing factor for his lack of counterplay in other aspects of his kit.

if he had no counterplay he would have 20% playe rate not 3% ,and be abused by everyone for so called free elo

You're assuming that everyone enjoys playing Talon and only cares about winning.

Talon's E is point-and-click dash with a very respectable range, his Q is an auto-attack modifer that is a guaranteed hit when used after E. Point-and-click skills are, by definition, lacking counterplay. The speed at which he can reliably delete people from stealth necessitates some kind of downside to an already strong kit. This comes in the form of his passive, which is indeed rather lackluster, and with good reason.
