Should Lichbane get the new 10% cdr Haste passive for more gold?

I honestly don't mind paying more for lichbane to get that new passive haste with mage ap item update. So that, if I bought lichbane on its own, I would get 20% cdr.

I also think it would be a great addition to mages in bot lane looking to add some sustain damage.

Anyway, would 20% CDR on lichbane for more gold be op?

it'd be good,add it 250 mana and haste but increasing its cost by 100g (it should be more cost efficient but still be something as second item)
