It grants an additional unfair advantage to ranged champions against melee champions. You can go 5 and 0 in lane against a mage as any given melee champ, but soon as they get this item, you're pretty much screwed. The perma slow for DoT champs is just ridiculous.

Damage, CDR or Stasis. To get 3k HP, you need to give up on at least 2 of them compared to ordinary full damage mage build. It doesn't seem so, because full damage mage builds became nearly non-existant in season 6 world of rampaging Zed's and Yasuo's, but damage tradeoff in HP builds is there.
And before you start whining further, I don't even play mages.

It is annoying being constantly slowed, but my central issue with it is that it is just a great item at the moment for any mage. There are very few mages that do not benefit from having it, 
is probably the only one that I can think of at the moment that does not significantly benefit from the item.
As a melee top laner it is very frustrating dealing with 
and on a team, especially if they have a lot of hard CC already. I think it should slow, but the potency of the slow, the amount of ability power it grants for its cost, and the tankyness of the item are all problematic. My guess is that riot will decrease the slows duration and lower the ability power a bit to make it more inline with other mage items.

tbh i dont think singed actually needs it. he has been viable without rylais in the past. before they changed its passive he sometimes used to buy it for the stats when he did, but it was a nieche item for him and he never relied on its slows.
either way, the item is either a crutch for undertuned champion kits, or its completely batshit broken and unfair on other champions.
i hope riot realizes that they shouldnt nerf the stats, but its passive. which is the actual problematic part.

singed didnt rely on rylais slow before the item was changed a year ago. he was fine back then.

Woodakoodashooda1 votesFrozen Mallet requires you to constantly attack to maintain its passive. Its effectiveness is also reduced for ranged champions. On top of which it received a recent nerf to its damage to deal with its recent amount of abuse.
There are severe differences between the two items and each are tailored to entirely different styles of champions.
They do not do "the same thing".

rylias is fine. a few champs have skills that are currently working with it that shouldn't, but for the VAST majority of champs its balanced
