Yi has one of the highest win rates in the game now
and he builds almost pure tank now. Is that intended.

I don't think Devourer-Rageblade-Deadman's/Titanic Hydra/Gunblade/etc. can really be considered a tank build. Also, winrates don't mean much more than ease of use and reliability. Yi also doesn't have an obscene pick-rate so he may be picked mostly when his team has CC/tankiness but the enemies lack one or both. I don't think he's problematic or he would be picked in competitive and high ELO more but I rarely play him. Many champions that aren't actually that strong often have high winrates for other reasons. It's a secondary indicator of strength.
Yi does fine when enemy team is a bunch of potatoes that can't cc him for the 1 second it takes to blow him up. Or if they focus enemy tank and let Yi literally auto attack them to death.
