Do Lethality runes need a very slight buff?

I know nobody wants them to be oppressive, but nobody is taking them. Pantheon, Riven, Quinn, Zed, and basically every champion that used to consider AR pen is using AD marks and quints instead of lethality. It feels shitty to have spent enough IP to buy a brand new champion with these runes for them to become useless with the lethality update. Remember, lethality was OP around the rework because the items gave too much of it, the runes were never a problem and in fact they're way weaker than AR pen runes ever were.

tl;dr Lethality runes suck, give them a small buff please.
