Is mid weighted to appear in the first 1-2 positions in champion select?

Because holy shit for something that has a 40% chance of happening it is happening way too fucking often.

Seriously, I'm really over getting hard countered in this snowball meta every game because god forbid I get to see anything the other team picks before I do.
