Warwick is still good, but his kit offers little utility. All he has is his attack speed buff, really.
Poppy has insane, unique utilities that could push her towards high-end play.
She can counter/cancel enemy dashes, escapes, and initiations.
She can make a teamFIGHT a 5v4 (or better) with a well-timed ult.
