According to Zilean's lore, he was able to travel through time, but he can't change the out-come of events. He can freeze time, but that doesn't help either.

For reference, Ekko anchors himself at a set place and time and can only go back to it. Where as Zilean never had any such anchor, resulting in chrono-displesia. A disorder that causes his mind to travel randomly through is lifetime separate from his body (For reference: read Slaughter house 5).

In the best of worlds Lee Sin would lose 15 movements speed to 335 and morde's ms would be buffed by 15 netting him a halfdecent 340.

Riot logic: Mordekaiser who has short ranged spells, no real mobility, and no cc has far less movespeed than a champion with multiple sources of both mobility and CC, as well as more range and better scaling (both defensively and offensively).

You ever checked the way he walks? There's no level of efficiency there. Have you also looked at the statistics between fastest blind and non-blind men? Both these guys are faster than I'll ever be, but the blind guy is substantially slower than the guy who can see.
