He has absurd range, one shots people, has irrelevant mana costs, has hard CC, has a shield, can just push R and forget about you as you die, he's half targeted, and all that.
I just don't see how you can beat him, short of fighting outside of his range for the entire game (I can only think of two champs that can do that and still be effective), and never going into teamfights so long as he's up.

The hard CC only activates after 1.5 seconds, almost never enough to save him when he's jumped on.
The shield is almost pointless, it doesn't scale enough on his AP and Viktor doesn't build enough mana for the shield to be significant come lategame.
The ultimate stops channels and then does damage on a tickrate of 2 seconds. Surely you can get out of that, it moves slowler the farther you go from viktor.

You focus him, his ult still kills you with the rest of his team. You don't focus him, he just instakills your entire team with his bullshit damage. There is no way to win a teamfight with a Viktor on the enemy team unless he's not there.

His R is an AOE ability that can be aimed everywhere. It's not a point and click in the way you think. Think of it like an Annie ult.
