If Tahm is Staying Top Then Here's a Possible Solution
Change his passive to where it requires 4 stacks for stuns and devouring enemy champions and reduce the damage on his passive from 1.5% of his HP as ability power per stack to 1%.

Tahminatrix 1 votesOr just put his passive damage back onto his ultimate and revert him back from a lane bully to a scaling champ again who just wants to survive till late game...
His kit was literally designed to stall the game and help himself / his team scale by preventing picks and rotating.
But now he doesn't have to wait to get his damage and he just bullies.
Tahm kench was literally released as a scaling champion, he was one of the champs that you would see powerfarming when devourer jungle (old rageblade) was meta.
