Reporting Someone should,

And always should have stopped you from playing with that player again, especially another game in a row. I understand mmr and location are essential for matchmaking but come on guys its obvious.

im guessing this is due to a problem with abuse? such as reporting a player everygame or reporting players you dont want to play against again even though they didnt do anything reportable/

Your assumption is correct. What's to stop players from just reporting anybody that they lose to, in hopes of trimming their available pool of opponents to worse players? Granted, there are so many people it's probably not likely to make much difference for the average player, but it would be highly abusable at high levels.

It also adds needless complexity for matchmaking to deal with. If you played with somebody who was causing problems, just wait 5-10 minutes to queue up again. Chances of landing back in a game with them are slim.

actually the reason i posted this is because of a toxic player i encountered on the enemy team 3 times over a course of 8 hours, he was **highly abusive **when killed and lost them the game all 3 times, each time i reported him and wondered how he made it through chatban or back into my games for that matter,

as for high elo there is no reason that riot couldnt maintain the minuscule amount of games played at that level in a different manner. Ie: false report flagging
