Cooldown Reduction has become to common, and is causing some character's to be too strong.

So as the title says, i believe that it has become to easy to get CDR, and the it is causing certain champions to be too strong. We have slowly but surely gotten to the point that short of being totally destroy'd through out the game, every champion will end the game with at least 20% CDR and in many cases will actually manage 40% without having to really give anything up. This has lead to the issue that many champions were simply not designed with having that much cooldown being an option for them, and are now able to activate their abilities MUCH more often. This provides fewer and shorter windows to punish them if they misuse an ability. On the other side, many of the champions that were designed around building CDR have not gotten any real bonuses in regards to lower base cooldowns. How are characters that were designed around running 30-40% CDR suppose to keep pace with champions that were designed and balanced around having 0-10% CDR.

This issue has, in my opinion, become the most troublesome among ADC's and Tanks. Characters that have long been designed and played with little to no cooldown reduction (since it would ruin their build path). item 3025 is a rather easy item for many tanks to justify getting and the 20% CDR goes a long way in making them harder to take down. Add in something like item 3065 or item 3083 and you now have a character that in past seasons would have been amazed to top 10% CDR, rocking 30% without breaking a sweat. We have ADC's able to 30% CDR off item 3508 (sure they need to build crit for the bonus 20% but they were going to get that anyway off some other item in their build path).

Hello I am Bird1 votes

I liked it when cd was (Somewhat) rare and required a completely different build than full AP to reach 40 (Now 45)% cd.

I say we give AP back to Iceborn Gauntlet, reduce CDR to 10%, and increase passive damage again. Or just reduce CDR to 10%, buff armor and damage, increase the cost.
