6+ Ferocity 6+ Cunning

With the Assassin Mastery, it is now possible for a melee champion to deal +4.5% damage if you place at least 6 in Ferocity and 6 in Cunning. A melee tank can still supply themselves with a keystone in the resolve tree. Was this intentional? Or was it just another oversight on Riot's part?
