can we discuss gankplank

is exceedingly strong at the moment
in bronze he has a 50% win rate and every elo that winrate just goes up, 53% in plat
his passive does true damage and his barrels just completely shred you even if you have armor because of the 40% armor pen
he can kill tanks and squishies, and he has a built in heal and 
on his oranges
he has an INTSANT aoe global that slows. he is great in a 1v1 and in a teamfight
even if you go even in lane he can pick up kills in other lanes with his ulti...
i really don't know his weakness
maybe if his passive did attack damage instead of true damage and his barrels didn't have 40% armor pen be might be balanced idk.
but right now he is just too oppressive
