She is more than viable. As a support. She is no longer viable mid and top which was the point of the nerfs/buffs

Support Lulu in Platinum+ after 125 games= 50.49% win rate

Just something I observed. Win rates aren't everything, but this shows there is at least somewhat of a problem here.

Although her Mid win rate after 125 games is almost 59%. Lulu seems like a balancing nightmare.

I used to play a lot of Lulu support. But I just don't feel impactful at all, and other supports provide more lockdown and better peel. I've gotten more into Kench and Thresh, and I have to say it's working a lot better for me and the adc. She needs something, but I don't know what.
