Why does this game reward people for doing something that is fundamentally stupid?

I don't just mean stupid within the context of League of Legends. I mean stupid within the context of life. Existentially stupid.

Running around the map hitting as many abilities as possible as soon as they're off cooldown. Total disregard for strategy or timing. Constant virtual Ritalin, nothing more than one more mindless task after the last.

The spam-happy life is both infuriating and depressing. Why Rito introduced this I can only imagine because it feels like a giant troll.

Spamming your abilities is usually a sign of how unfamiliar you at with the game, and with that isn't something rewarding. If you spam your abilities that puts them on cool down and because of that you don't have anything to either fight against or run away from. So how is it rewarding?

Im assuming you are talking about Tear. Its only good for abilities that have next to no cooldown. What harm is there spamming a spell that has a 2 second cd if its slowly getting you ready for a Seraph's which is amazing as hell? If someone gets that on champ that doesnt have a spammable spell then they are just dumb lol.
