Basic Ezreal Question

I've laned against him so many times I should know how to answer this question, but when I play him I draw a blank. Ez does well in lane when he can get poke damage, which usually means you need to shove the lane minions or at least keep it even. (If the enemy is allowed to push, he's stuck farming under tower and it's almost impossible to poke from there.) However, Ez is a pretty bad pusher-- and in order to push well with him, you need to Q the minions, which means you're not saving Q to harass opponents.

How to solve this conundrum?

use q to poke which procs his passive, which gives him attack speed to push.

Sure but to me that's not really enough to compete with the hard pushers in the game? I mean, it helps. I guess I'll pay more attention to it.
