He seems to have no innate weaknesses or easy to manipulate tells or patterns like all other ADCs have. He has both range and poke, natural kiting with E and R, self buffs and a significant damage output. His only weakness is mana per say, but 
fixes that and that is the first item he usually gets.
So how does one go about countering him?

Zerolera1 votesYou can't, other than with assassins except he peels them off quite well since he's just so mobile. He also has great burst for squishies while having great continuous DPS for tank champions. Finally he fits well with any team comp, that's why he's the highest picked champions in all of league currently and is getting hit by the nerf bat.
The best you can do as another adc is staying even and maybe getting a poke in here and there when he last hits.
