Lichbane/spellblade has a cooldown of 2 seconds and not 1.5 as the tooltip specified.

I was doing some theory builds with Lucian and was testing a specific combo. I know Lucian shouldn't build lichbane, I was just testing something. I calculated that Lucian should be able to proc spell blade twice with a 1.6 second interval.

My theory was that Lucian E had a 9.6 second cooldown with 40% cdr at rank 4. If Lucian used his E passive Q passive combo, he would knockoff 8 seconds off of his E, leaving at least 1.6 seconds before he could use his E again. Just enough time to for Lichbane to go off cooldown and proc again.

After testing on the practice tool, I realized Lichbane didn't go off cooldown as expected. The cooldown seemed to be more set to 2 seconds rather than 1.5.

What worst about this lichband and the other spellblade items were supposed to have been changed from 2 seconds to 1.5 seconds a long time ago. I think the change was since season 4, and all this time I've been thinking it was a 1.5 second cooldown until actually testing it. I think this reflects very poorly on riot part as this was part of the trade off for the lichbane nerf off 75% AP to 50% ap. The idea was it did less damage but could proc more often. Turns out that wasn't the case. It just plain did less damage for the same 2 second cooldown.

I know it doesn't seem like a lot, but when you are dealing with late game, 0.5 for an extra 50% ap on your next auto can make a huge difference.

Not to mention its very misleading for players who want to use lichbane more for sustain AP damage rather than burst.

Was it perhaps only seeming like that due to ping or something?
