He is just stupidly OP, his lane phase is amazing cause he can just spam abilities all game to farm and harass, he has little worries cause he's manaless, he is tanky as hell and has an OMGWTFBBQ ult that can win a game by itself.

How is this champion balanced in any way?

He needs to be weakened so that he has clear weak points and needs his CD to be increase cause that Q is just dumb its down for what 1 maybe 2 seconds, make the CD start after the ability has finished not when the ability starts.

Any top laner who doesn't use mana already has an advantage, because playing safe means that they will ultimately be able to stay in lane longer. Like any other champion though, he does have his weaknesses. Burst is very scary for him. His damage is divided. Yes his E is annoying, but more so for the slow... not the damage. His shield, decent at best, and once his opponent closes in on him, he relies mostly on his ult and Q. A champion whose damage is all upfront will easily win fights against him. As for someone whose damage is similar to his (drawn out across the fight), they will have a harder time dealing with his dps. Build magic resist early on and you really shouldn't have too big of a problem. Avoid trading with him, unless he has just used his Q or is low on health. He doesn't have much chase/escape, and his ult is (in reality) hit or miss... quite literally.

Sorry but I have to diseagree with that. I've just finished a game as gangplank and even tough I went straigth for a 100 mr against Rumble, he was still able to kill me in 5 secdons if I tried to get in close combat. My range abilities do nothing because of his shielding ability and as soon as I get a little bit too close, it's a big 500 magic damage from his flame ability and speed boost since I can't run away. The AOE of that prevents me from avoiding the fire since he can turn as much as he want and even if he doesn't, he still hit. At level 5, he was able to go for the kill with all his ability activated while I used exaust on him and was rigth next to a turret, all that with 50-60 ap and I had all my 1000 something health. He is DEFINITELY broken simply because he have almost no cooldown on every abilities.
