are the zac changes on pbe a nerf or a buff?

Erockandroll2 votesI'd barely call it a nerf. I think they are doing it because of the range buff. Because they increased it's range without increasing the charge up time, They ended up increasing how fast it charged on a Per unit level. Which may have been unintended.
