I could've sworn you're supposed to be able to but I just played a game where I flashed over and like a full second later it just decide "hey no don't do that" and pushed me back as if I ran into the ult (which I'm fairly sure I didn't). So was that just a bug, or can you actually not flash over Azir ult (even though it isn't a dash and is a teleport)

360D3GR3SS1 votesYou can flash over it. I have done it before, on numerous occasions. Position your champion as close as possible to the wall without getting hit, then flash over it. In your case it was most likely a bug because they are probably still working on Azir's mechanics... he is pretty mechanically intensive.
