why does it need to stay up for all 10 seconds if it was already declined?

Popup makes riot more money. It forces people to ponder things and more specifically their skins which = more sales = more money. Why would they change it and lose revenue? Psh simpletons uses your brains.

Close to whom? If close to the one cancelling, that's reasonable. If close to everyone else in the made match, it's possible it needs to know who all would accept so that it tries to match you with the same people so that the time for next pop up is shorter and more dynamic as obviously it matches you with people who did want to ACCEPT. But only possible, I am not sure If it works that way.

There is something worse tbh I have a problem when someone kicks me out of the room , it shows " you have been removed from the party " and I keep pressing ok but it sticks there and I have to restart and etc

That's a bit harsh, sometimes I go afk for longer than I said I would and someone else in my friend group logs on and they kick me for him. Things like that are perfectly reasonable.

they can say slot needed a friend is coming, would you make space we made mistake there is no shame to say it in friendly way :) and it happened before to be in friendly way, i just see it way more offense. maybe others have different opinions, but it is just simple, who will respect you, will deserve you. if someone felt bad about he must leave, then i just think he don't understand that there is no slot is free for at the moment :)

Did you miss the part where I said I was afk when it happened? If I go afk, tell them "I'll be back in 5 minutes", and 15 minutes later I'm not back (for whatever reason), and another one of our friends wants to play, it makes perfect sense for them to kick me (since I'm afk and can't remove myself from the lobby) and invite the other guy.

We used to have 12 minute queues I'm pretty sure you can wait 10 seconds longer after not having to wait 10.5 minutes.

But yes, I agree, it makes no sense for it to wait that long if someone already declines.

Because it waits for all 10 (or 6 on treeline) people to accept, decline, or time out (by weeding out as many people who aren't paying attention or don't care enough as possible at once, it actually makes it more likely that you'll get a match where everyone accepts). Note that while this is happening, you are still in queue and it's trying to find a match for you.
